Our Company - Identity Assurance Systems, Incorporated

Identity Assurance Systems (IdAS) was formed in August 2010 as a group of two companies, IdAS Inc. registered in Virginia, USA and IdAS Ltd. registered in England and Wales. The purpose was to develop complementary operations tailored to the legal and regulatory requirements of the USA and the UK/EU. American and British Directors originally served on the Boards of both companies. This integrated structure was however changed in 2011, when it was decided to separate the two companies, to enable IdAS Inc. to undertake US Government contracts in compliance with all applicable conditions on foreign ownership, control and influence.

The two companies do however intend to co-operate closely in the design and development of identity management systems and in the evaluation and testing of biometric and other devices. This understanding between the two companies does not involve IdAS Inc. providing any defense or nuclear related technology, product or service to the UK company or any classified or export controlled information. Co-operation with the UK company will be in compliance with all US export laws. Members of the UK Board of Directors give professional advice to IdAS Inc. on request, but have no financial interest in or control over the US company.

 

Our Team - the Board of Directors

Richard R. Gill - Chairman, President and CEO

Rick Gill served as President and CEO of The National Biometric Security Project (NBSP) and was responsible for all biometric application and consulting services that NBSP and its affiliate companies provide to government and commercial clients. With over 25 years of sales and marketing experience with Fortune 50 companies General Electric and JC Penney, he has extensive experience in the development and implementation of marketing, business development, legislative and public affairs strategies to grow market share and generate revenue.

Dr James Hearn - Member of the Board

Jim Hearn began a 34-year career with the National Security Agency (NSA) after serving as a naval officer-engineer in the US Navy's nuclear power program. After joining NSA, he worked in various scientific and senior management positions and, in 1988, became NSA's Director of Information Assurance. In 1994, he was assigned to the US Embassy in London as the Senior US Liaison Officer, responsible for security and intelligence liaison with the British Government. After retirement from government service, he has been active as a consultant to NSA's Information Assurance Research Group and served from 2002-2005 on the editorial board of the IEEE Security and Privacy magazine. His degrees are in electrical engineering.

Gregory L. Oxley - Member of the Board and Counsel

Gregory Oxley has most recently served as Senior and Executive Vice Presidents at two community banks in the Washington, DC area, where he has been responsible for business development, deposit and loan growth and strategic relationships and in house legal counsel duties. Prior to his career in banking, he served in various senior executive and legal roles including Group Vice President, Executive Vice President and subsidiary President with a recognized global leader in data, credit and information management. He has also served on the Board of a publically traded (NASDAQ) National Banking Association. Gregory was formerly in private law practice in Virginia for over 25 years. He is a Retired Lieutenant Commander in the US Coast Guard, and a member of the Virginia State Bar and various other community organizations.

Richard E. Norton - Vice President, Secretary and Treasurer

Rick Norton co-founded and served as executive director of the International Biometric Industry Association, the trade group that represents the collective interests of manufacturers and integrators of biometric products and solutions. His first career was as an officer, manager and senior executive at the US Immigration & Naturalization Service, where he directed the highly successful Legalization program in the late 1980s. Subsequently he was the US air transport industry's expert on border systems and security, and later founded Global Technology Management Inc. a consulting firm that provided independent experts on border control, secure identification systems, transportation security and related technologies to airlines, airports, governments, equipment manufacturers and systems integrators.

Russell E. Ryan - Director of Sales and Marketing

Russ Ryan is a marketing and communications executive with many years' experience of generating revenue, market share and growth in international, technology-based organizations. Before joining IdAS he was Vice President of Marketing & Communications at NBSP. His former experience includes large multinationals, demanding start-ups and a wide range of government contracts. He has deployed successful, global marketing programs and repositioned businesses in the telecommunications, IT and biometric industries. Before entering the private sector, Russ served with the 2nd Battalion, 9th Marines as an infantry Captain in Vietnam where he was awarded the Bronze Star w/combat "V" and two Purple Hearts. After Vietnam he headed the Public Affairs Branch, US Marine Corps 4th Reserve and Recruiting District.
